Canadian pennies (mostly) made 2002 to the present are made out of copper plated steel, therefore they are magnetic, but U.S. pennies are primarily zinc, plated with copper, American pennies are not magnetic.

I have a 1974 penny similar to the one described. The one on the left in pic with 2 pennies. It appears to have a finish on it that has chipped in places when looked at in a loop. Has anyone figured out these coins yet?
Why does a nickel stick to a magnet?
