Pursuant to section 66260.10 of Title 22 of the California Code of Regulations (22 CCR), scrap metal means, “manufactured, solid metal objects and products; all sorts of metal workings such as cuttings, trimmings, stampings, grindings, and shavings; and or solid metal residues created from metal productions.

What metal Cannot be recycled?

Why are coins melted down for scrap value?
When minting coins, especially low denomination coins, there is a risk that the value of metal within a coin is greater than the face value. This leads to the possibility of smelters taking coins and melting them down for the scrap value of the metal.
