Can Sauron return without the Ring?

Yet, despite his spirit still festering, Sauron can never return to the physical world without the Ring, and his defeat was so devastating that he'll be weakened forever.

No. After the destruction of the ring and his body yet again destroyed his spirit is render impotent. He will always be there, but never again to take a physical form.
